Niagara County Felony Records
Niagara County felony records are kept by the County Clerk's Office in Lockport. The county is part of the 8th Judicial District in western New York and includes the cities of Niagara Falls, Lockport, and North Tonawanda. Felony cases from Supreme Court and County Court are filed with the Clerk. The District Attorney prosecutes felonies, and the Sheriff provides countywide law enforcement. Niagara County Clerk and Court Records
The County Clerk's Office in Lockport serves as the Clerk of Supreme and County Courts. All felony case files from these courts are stored here. The office also handles land records, business filings, and other public documents.
Only felony convictions are filed at the county level. Misdemeanor cases stay with the city, town, or village court where they were heard. If you need a lower-level offense, contact the local court directly. The County Clerk won't have it.
Standard fees for records apply. Copies cost 65 cents per page with a $1.30 minimum. Certified copies are $5 for up to four pages, then $1.25 for each page after that. If you don't have an index number, the search fee is $5 for every two-year span. You can visit in person, mail a request with a check, or call during business hours. The office takes cash, checks, Visa, and MasterCard. Hours are typically Monday through Friday, 8:30 AM to 4:30 PM.

Felony Court Proceedings
Niagara County Court handles all felony trials in the county. It is part of the 8th Judicial District, which also covers Allegany, Cattaraugus, Chautauqua, Erie, Genesee, Orleans, and Wyoming counties. The Grand Jury meets to consider indictments. Court sessions run throughout the year for criminal and civil matters.
All proceedings are open to the public unless sealed by a judge. The court hears appeals from local courts and handles civil cases above the lower court threshold. Treatment courts may be available for qualifying defendants dealing with substance abuse or mental health issues.
District Attorney and Sheriff
The Niagara County District Attorney prosecutes all felony cases and some misdemeanors. Each arrest is reviewed to determine the right charges. The DA presents felony cases to the Grand Jury for indictment. Discovery materials are shared with defense counsel under CPL Article 240. Victim services and diversion programs may be offered depending on the case.
The Niagara County Sheriff's Office handles law enforcement across towns and villages, runs the county jail, and keeps arrest and incident records. The Records Bureau processes FOIL requests under Public Officers Law sections 84 through 90. Most records are public, but active investigations and certain sensitive materials may be withheld or redacted. The civil division handles process service and evictions.
Statewide Databases for Felony Records
Several state-run tools let you search for Niagara County felony records. The OCA Criminal History Record Search costs $95 and pulls data from all 62 counties. It shows open cases and convictions, but sealed records are excluded. Results come back the next business day for online requests.
The DOCCS Incarcerated Lookup is free and shows people in state prison or those released since the early 1970s. Violent felons and sex offenders stay on the site permanently. Non-violent offenders may be removed three years after finishing their sentence under Correction Law section 9.
WebCrims is free and shows pending criminal cases with future court dates. Once a case is done, it drops off. For a personal rap sheet, the DCJS Record Review requires fingerprints and costs $62. Results arrive by mail in two to four weeks.
Sealed Records and Expungement
New York law allows certain records to be sealed. CPL section 160.50 seals cases ending in dismissal or acquittal. CPL section 160.59 lets a person petition to seal up to two older convictions. Sex offenses and Class A felonies cannot be sealed through this process. CPL section 160.58 covers drug convictions where treatment is completed.
The Clean Slate Act will automate sealing for eligible records starting in late 2024. The rollout takes up to three years. Records of sex crimes and non-drug Class A felonies are excluded. Law enforcement, prosecutors, and courts keep access to all records no matter what. Youthful offender adjudications under CPL section 720.35 are confidential and do not show on public searches.
Requesting Records Through FOIL
The Freedom of Information Law applies to all government agencies in Niagara County. To request records, submit a written request to the right agency. Be specific about what you want. The agency must acknowledge your request within five business days. Standard copy fees are 25 cents per page. Electronic copies by email are often free. If denied, you can appeal within 30 days.
