Felony Case Processing in Seneca County Court

Seneca County Court has jurisdiction over all felony criminal cases in the county. The District Attorney's Office prosecutes felony cases and presents them to the grand jury for indictment. When a felony arrest happens, the case starts at a local court for arraignment. If the charges hold, the case goes to County Court after the grand jury acts.

The court keeps complete records of every felony case. These include the accusatory instrument, all pretrial motions, court orders, discovery materials under CPL Article 245, trial transcripts, jury instructions, verdict sheets, and sentencing documents. Felony case files are permanent records under the state retention schedule.

Grand jury proceedings are sealed under CPL Article 190. Youthful offender records are confidential under CPL 720.35. Cases that end with a dismissal or acquittal get sealed automatically under CPL 160.50. Town and village courts in Seneca County handle preliminary felony proceedings and maintain their own records for local matters. Those records are not kept at the County Clerk's Office.
