Syracuse Overview
Onondaga County Court and Syracuse Felony Records
Felony cases in Syracuse go through a two-step process. First, the arrest and arraignment take place in Syracuse City Court. The judge there reviews charges and sets bail. If the case is a felony, it gets sent up to Onondaga County Court for trial and sentencing. This is where the bulk of felony records end up on file.
The Onondaga County Clerk's Office keeps the official court records. Their office is at 401 Montgomery Street, Room 200, Syracuse, NY 13202. You can call them at (315) 435-2227. They hold files for both civil and criminal matters heard in County Court and Supreme Court. Walk-in visits are possible during normal business hours.
You can also search felony records through the NYS eCourts filing system for cases that were e-filed. Not all criminal matters show up there, but it can be a good first step. For a broader look, the Criminal History Record Search run by the Office of Court Administration lets you pull statewide conviction data for a $95 fee.
How to Request Syracuse Felony Records
There are a few ways to get felony records in Syracuse. The path you take depends on whose records you need and what type of file you want.
For your own criminal history, the state Division of Criminal Justice Services runs a Record Review program. You must submit fingerprints to get your personal rap sheet. This is not done through FOIL. Contact DCJS at 518-457-9847 or email RecordReview@dcjs.ny.gov for details. The DCJS Record Review page walks you through the steps.
For records about someone else, you file a FOIL request with the agency that holds the file. Syracuse Police Department records go through the Office of the Corporation Counsel at 233 E. Washington St., Syracuse, NY 13202. You can email FOIL@syrgov.net or call 315-448-8400. County-level records need a FOIL request sent to the Onondaga County Clerk or the relevant county office.
Under CPL § 160.50, arrest records that did not lead to a conviction are sealed. You will not find those through any public search tool. Cases that ended in acquittal or dismissal fall under this rule. CPL § 160.59 lets people with old convictions apply to have up to two sealed after a ten-year wait, with no more than one felony among them.

Electronic copies sent by email are free. Paper copies cost $0.25 per page for standard sizes up to 9 by 14 inches. Payment is due when you pick up the copies. You get an auto-acknowledgment within five business days of filing a FOIL request, and most requests take five to twenty business days to process.
If your request is denied, you can appeal to the Office of the Mayor at the same address within 30 days. Put the appeal in writing and cite the specific denial you received. Under FOIL (Public Officers Law §§ 84-90), the agency must respond to your appeal within ten business days.
Onondaga County Sheriff's Office
The Onondaga County Sheriff's Office also keeps felony-related records. Their Records Division is at 407 South State Street, Syracuse, NY 13202. Call (315) 435-3044 for record requests. The sheriff handles arrests in unincorporated parts of the county and runs the county jail. Booking records and warrant data go through this office.
FOIL requests for sheriff's records follow the same rules as city requests. Provide the person's full name, date of birth, and any case or arrest numbers you know. The more detail you include, the faster they can find the file. Law enforcement records may be withheld if they would interfere with an ongoing case or reveal confidential sources, per the exemptions in Public Officers Law § 87(2)(e).
State-Level Search Tools for Syracuse Felony Records
Several state databases cover Syracuse felony records. The DOCCS Inmate Lookup shows people currently in state prison or on parole. If someone was sentenced on a felony and sent to a state facility, you can find them here. The search is free and runs by name or DIN number.
The Sex Offender Registry run by DCJS lists convicted sex offenders by name, county, or zip code. This is a public database with no fee. For court filings, the NYSCEF portal holds electronic filings for courts that use the system.
New York's Clean Slate Act took effect on November 16, 2024. Under this law, certain older convictions will be sealed over time. The Office of Court Administration has up to three years to build out the process. Records for sex crimes and Class A non-drug felonies like murder will not be sealed. Police, prosecutors, and courts still have full access to all records regardless of sealing status.
Felony Records and the FOIL Process in Syracuse
New York's Freedom of Information Law gives you the right to access government records. It applies to every city and county agency in Syracuse. The law is found in Article 6, Sections 84 through 90, of the Public Officers Law. Each agency must name a Records Access Officer and follow set timelines for responding to requests.
Here is what to expect when you file a FOIL request for felony records in Syracuse. You submit your written request by mail, email, or in person. The agency has five business days to respond with the records, deny the request in writing, or send an acknowledgment with an estimated date. If they need more time, they must tell you why and give a firm deadline. The standard response window is twenty business days.
Fees are capped. Copies up to 9 by 14 inches cost $0.25 per page. Larger items are billed at actual cost. The agency cannot charge you for search time unless the search takes more than two hours, and even then the rate is based on the lowest-paid worker who can do the job. You can ask to inspect records in person and take photos with your phone instead of paying for copies.
