Oswego County Overview
Oswego County Clerk and Felony Case Records
The Oswego County Clerk's Office serves as clerk to the Supreme and County Courts. Every felony case file goes there. Indictments, plea records, trial transcripts, sentencing orders, and judgments of conviction are all on file. The courthouse in Oswego is the central location for these records. Staff there can assist with searches during normal business hours.
Felony case files stay on record permanently. That is the state retention rule. Misdemeanor records are kept for 25 years after the case closes. When you search, having the index number and year helps. If you lack that, provide a full name and date of birth. Copies cost $0.65 per page. Certified copies are $5.00 per document. The $5.00 search fee for every two years searched may apply when staff conduct the search for you. Mail-in requests work too, as long as you include a check payable to the Oswego County Clerk and a self-addressed stamped envelope.
Records that have been sealed under CPL Section 160.50 or 160.59 will not be disclosed. Only the parties to the case, their attorneys, or someone with a court order can access sealed files.

Oswego County Sheriff and Felony Arrest Records
The Oswego County Sheriff's Office creates and stores arrest records for every person taken into custody on felony charges. These records document the arrest date, the charges filed, and basic booking details. The Sheriff also operates the county jail. Arrest records are not the same as a full criminal history. They cover only what the Sheriff's Office handled.
To request arrest records, file a FOIL request with the Sheriff's Records Access Officer. Under Public Officers Law Sections 84 through 90, they must respond within five business days. Copy fees under FOIL are capped at 25 cents per page. The Sheriff's Office also assists with warrant checks and maintains local sex offender information. For people in state custody after being sentenced on a felony, the DOCCS Inmate Lookup covers every state prison in New York.
The statewide Sex Offender Registry is maintained by DCJS and searchable online. You can look up offenders by name, county, or zip code. This registry covers all of Oswego County and every other county in the state.
Statewide Felony Record Searches
The OCA Criminal History Record Search costs $95 per name. It pulls conviction data from courts across all 62 counties. The search matches exact name and date of birth. Results come back the next business day for online submissions. These are not certified records. You need to go to the court of original jurisdiction for that.
DCJS maintains the state's fingerprint-based criminal history records. You can request your own through the DCJS Record Review page for $63.50. You must submit fingerprints through an authorized vendor. DCJS records are not public and cannot be released under FOIL. The unsuppressed response includes sealed records under CPL 160.50, 160.55, 160.58, 160.59, and 720.35. The suppressed version omits those. Processing runs 7 to 10 business days after DCJS receives your fingerprints.
The NYSCEF portal has documents for electronically filed court cases. You can search without an account. For general guidance, the NYS court records page explains how to get records from any court.
Sealing Laws and Oswego County Felony Records
The Clean Slate Act went into effect November 16, 2024. It gives OCA up to three years to build automatic sealing. After that, misdemeanor convictions seal 3 years after the sentence is done. Felonies seal 8 years out. Sex crimes and non-drug Class A felonies like murder are not covered. Until the system is ready, records that will eventually qualify still show up in searches.
CPL Section 160.58 lets people seal certain drug convictions after finishing a treatment program. CPL Section 720.35 hides youthful offender records from the public. Under Correction Law Section 9, DOCCS pulls information from public view 3 years after a person finishes their sentence. These laws work the same in Oswego County as everywhere else in the state. FOIL requests for felony records should go to the Records Access Officer at the office holding the records you need.
